From September 1, 2026, new rules for electric e-scooters will apply in Slovakia, new rules for electric e-scooters, and the 25 km/h limit is suddenly a strict cap, not a recommendation. That’s exactly why it makes sense to look at a model that respects it already out of the box — the HiQiS Electric Scooter V10 ABE is limited to 20 km/h, has a German ABE approval label, and comes with equipment you usually won’t find at this price.

What people who already bought it say
The scooter has only been on the market for a short time, so there aren’t many reviews yet — but that also means there are very specific ones. A German customer bought it for camping and especially praises the front suspension and the overall build quality: according to them, the drum brake can be adjusted quite well, and the price is just a fraction of what well-known brands charge.
The second owner is more critical, and their objections are worth reading before you buy. The electric brake engages very aggressively and can’t be adjusted, so you need to be careful on wet surfaces. The scooter also has no Bluetooth or mobile app, so you can’t check your mileage on your phone. And their unit reached 19 km/h instead of the promised 20. These are things you can live with, but it’s fair to know about them upfront.
ABE certification and new Slovak regulations
The abbreviation ABE (Allgemeine Betriebserlaubnis) is the German general operating approval, and the scooter has it directly on the manufacturer’s plate. In practice, that means two things. First, the manufacturer declares that the design meets European requirements, including lighting, reflectors, and the speed limit. Second, if you take the scooter to Germany, you have the most important thing covered — without ABE, you’re not allowed to use it on the road there.
In Slovakia, from September 1, 2026, this kind of scooter falls under the new category small electric vehicle: the motor must not allow more than 25 km/h, and you’re expected to ride mainly on cycle paths or cycle lanes, and only use the sidewalk where the brand explicitly allows it. The minimum driver age on the road is 15 years. The HiQiS V10 ABE limited to 20 km/h meets these conditions, so you’re not buying a machine you won’t be allowed to use next year. The rear license-plate holder is a bonus for those planning to head beyond the borders with it.
Battery 36 V 8 Ah and real range
Under the deck there’s a 36 V 8 Ah lithium battery, i.e. about 288 Wh. The manufacturer states a range of 25 to 35 kilometers and charging time of 4 to 6 hours. As always with e-scooters, the upper limit is lab-tested: with an 80 kg rider, in hilly terrain, and with full throttle, expect closer to the lower end. Still, for your daily commute into the city and back, it works out with plenty of buffer.
Power is provided by a beltless motor in the front wheel. The manufacturer lists a 15% grade and a load capacity of 120 kilograms. Front-wheel drive has the characteristic that it’s more likely to spin on wet surfaces than the rear drive — so when starting uphill in the rain, add throttle smoothly.
Brakes, suspension, and 10" wheels
The combination of a drum brake at the rear and an electric brake at the front is better news than it sounds in this class: the drum is sealed, so it doesn’t mind water or dust and doesn’t require regular cleaning like a disc. Up front you get a suspension fork—with 10-inch wheels, that’s exactly what turns a ride over broken asphalt into something tolerable.
The wheels feature 10-inch and a honeycomb structure — so they’re not inflatable and you can’t puncture them. You’ll feel a slightly firmer ride over bumps, but it means no flat-tire hassle halfway through your trip. The rear light flashes when braking, and there’s an LED reflector up front.
Display, cruise control, and folding in just a few seconds
On the handlebars there’s a digital display showing speed, battery status, and the selected riding mode. From there you can also turn on the lights, switch modes, or lock the e-scooter. A pleasant surprise at this price is cruise control—on a longer straight stretch you’ll appreciate it more than you’d expect.
You can fold it in just a few seconds with a single lever mechanism, and the folded e-scooter measures 1120 × 460 millimeters. With a weight of 18 kilograms, it’s not exactly something you’ll carry up to the third floor every day without an elevator—this is more like a trunk-and-commute machine.
