The announced and planned compulsory insurance for electric scooters is becoming a reality. In this article, we’ll summarize the information that all owners of these vehicles in Slovakia and the European Union should know.
Updated 20.3.2024: compulsory insurance (PZP) probably already from August
The European Parliament has approved a new obligation to register and insure electric scooters and segways faster than 25 km/h, which essentially covers most of the high-performance machines from China like Boyueda, Laotie, Kugoo, Kaboo or Teverun. It’s already March, but what we still don’t have are official government information about the amendment.
The latest report published on the website e.dennik.sk confirms the soonest possible deadline for introducing the amendment, namely August 2024. Of course, this is only an approximate date, since the amendment has not yet been put to parliament and must be approved by the government of the Slovak Republic.
These aren’t the only news for drivers. You see, fines for missing mandatory contract insurance for motor vehicles will also increase to at least 50 EUR and up to 5000 EUR. So we’ll have to count on high fines even for e-scooters.
Compulsory insurance (PZP) also for e-bikes, it seems
Based on comments from the inter-ministerial consultation process assessment from the portal slov-lex.sk, it is highly likely that the obligation will apply to electric bikes as well with a power output higher than 0.25 kW (250 W).
The portal superpoistenie.sk states that the European regulation left e-bikes out, but each country sets the wording of the law itself. For example, in Germany or France, it is mandatory to insure an e-bike. So we only need to wait for the final text of the law after it is approved by parliament.
Original article from 23.5.2023:
Compulsory insurance (PZP): Here’s important information for owners of electric bikes and scooters
The European Parliament (EP) has approved new rules for compulsory insurance for electric scooters. They will come into force already during 2024.
All users of electric scooters—and even segways—that reach a maximum speed higher than 25 km/h will have to take out insurance. However, this is not the only rule in the new directive.
Owners of electric vehicles will also face this regulation, whose maximum speed is more than 14 km/h and whose weight is more than 25 kilograms.

Statistics on accidents forced the European Union to take this step
If we consider the years 2018 – 2023, in this period the number of scooter accidents increased by as much as 10x. A major problem is that users ride without a helmet, as well as two passengers on one device, or riding at an excessive speed on sidewalks.

Given these statistics, the property insurance manager from Uniqa, Zdeněk Hruška, also gave his statement for trend.sk. You can read his full statement below:
"With the massive use of e-scooters, the number of collisions and traffic accidents is rising significantly, and abroad there are even more accidents with fatal consequences. It was therefore to be expected that within the European Union there would be proposals for effective enforcement of damage compensation, so we only welcome this initiative," says Zdeněk Hruška from Uniqa.
According to Uniqa, the most common damage events include, in particular, impacts with stationary motor vehicles, as well as injuries related to collisions with passers-by.
The EU directive must start applying in all member states no later than 1 January 2024. The directive also, for now, exempts owners of fast electric bicycles from compulsory insurance. However, this does not apply to all countries—e.g., in Germany or France, compulsory insurance will be required even for electric bicycles.

How much will insurance cost?
Surely many of you are wondering what the insurance prices for e-scooters will be. Insurance companies have not revealed that yet, as the programs are not ready, but the electric e-scooter expert Ján Urbančík, owner of the Voltride e-shop, commented in a Facebook group as follows:
“According to information from the editor, even the insurers themselves don’t know the exact form or price yet. It should be in the low tens of euros per year. We’ll see how the actual law is written.”
So we’re very curious what prices insurers will set. How do you see this step towards owners of electric bicycles and e-scooters on the part of the EU? If you have any further questions about this type of mandatory contract insurance, feel free to write them below in the discussion under the article.
